National sport registry
Sporting entities are national, not local
A single sport ID follows each person from juniors to veterans. Athletes, coaches, referees, clubs and facilities are registered once and used everywhere; a competition is an event that refers to them — so "how many registered athletes do we have?" has one answer.
Digital transformation
Paper is an optional output, not the medium of work: a recognised e-signature, legal standing for digital documents, and no new paper form without its digital twin.
